A bloated and often incoherent conclusion, “Pirates of the Caribbean: At World’s End” aims to tie up the trilogy with grandiose spectacle and emotional payoff, but instead delivers an unsatisfying farewell to beloved characters that never quite lives up to the promise of what came before.
