Until the inevitable tell-all book on “Joker: Folie à Deux,” we’re left to wonder why and how this happened—with few redeeming qualities, writer/director Todd Phillips fails to build on the success of the first installment, even with a powerhouse cast, an inflated budget, and complete creative control.
